Resident of KPK

Our Project Creative Director has permanent address of Peshawar but she lives in Rawalpindi.
We have another team member studying at GIKI Sawabi but he belong to Punjab.
So who will be considered resident ?
the person currently living there or one that have address of kpk as permanent address on their ID Cared
